I'm trying to keep Kirlic in the light zone for his abilities, and 15lbs of GP makes a big difference there.
50% value for selling. A successful diplomacy check might allow for buying or selling an item that is above the city GP limit but not for everyday transactions. I reserve the right to modify this as situations merit. (There may be times when haggling/bartering is allowed.)
